Shawntelle Fisher

Founder/CEO The SoulFisher Ministries

Shawntelle Fisher is an influential leader, speaker, teacher, who serves with excellence and integrity. Shawntelle became a mother at age 15 and a convicted felon at age 17. After going to prison seven times, she made a decision to allow God to transform her into the person He had created her to be. This transformation led her back to college and to start The SoulFisher Ministries, a non-profit she now leads under the direction of her Board of Directors. Shawntelle not only supports the community through the work of The SoulFisher Ministries, she has done numerous workshops on dismantling the school-to-prison pipeline, reentry simulations, and trainings with the Missouri Chapter of the National Association of Social Workers.

Pastor Quovadis Marshall

Co-Founder, Pastor Hope City Church

Pastor Quovadis Marshall, “Pastor Q”,  his wife Angela, and a small group of friends, started Hope City Church in the fall of 2015. Hope City Church is a fast growing multi-ethnic, multi-cultural and multi-generational church in Waterloo, IA. Hope City has been recognized as one of the 100 Fastest Growing Churches in America by Outreach Magazine.  Hope City has a vision to be a church in the city, of the city, and for the city.  Pastor Q was recognized as a 20 under 40 influencers awardee and has worked with members of Congress, the Mayor and Waterloo Police Department to enrich the lives of people impacted by the criminal justice system.

Heather Rice-Minus

Sr. Vice-President, Advocacy & Church Mobilization, Prison Fellowship

Heather Rice–Minus serves as senior vice president of advocacy and church mobilization at Prison Fellowship. She is a powerful, knowledgeable voice articulating the case for restorative criminal justice solutions and how churches play a critical role in meeting the needs of those impacted by crime and incarceration. Heather provides strategic leadership to several teams at Prison Fellowship, including grassroots and policy staff, to advance campaigns on pivotal criminal justice issues. She spearheads Prison Fellowship’s efforts to build new church resources and deepen church partnerships through programs like Prison Fellowship’s Angel Tree.

Boyd Chikatulah

CEO 3 Oaks Ministries

Boyd Chikatulah has worked in both the fields of corrections and pastoral care for many years.  Boyd has been involved planting churches and served as pastor, started a ministry school, and also worked as a field and counseling officer for the Drug Enforcement Commission.  Boyd’s work with the Drug Enforcement Commission taught him about the socio–economic factors that can lead to criminalization and incarceration. Boyd serves as CEO of 3 Oaks Ministry in Boise, ID, which is contracted to oversee all religious and volunteer services for the Idaho Department of Corrections.
